All the mounting and fittings should be placed in order as per boiler drawing.
All the connection should be tightened and well connected with the steam pipe line.
Slow firing should be done and boiler attendant will check all the leakage of all joints of mounting and fittings and steam pipe lines.
I.D fan, F.D fan should be control by the pressure switch and water level controller.
Safety valve should be set at the allowable working pressure.
Water level should be check in the water tank.
Boiler should be run in the presence of Qualified B.O.E/Boiler attendant as per the capacity of the Boiler. It is the duty of the owner to run the boiler in safe and efficient working condition.
An officer who is declared Inspector under various labour laws applicable to the Industry / Establishment is required to conduct inspection under all Labour Acts applicable to the industry/establishment visited. Inspection Scheme is available under public domain on website www.hrylabour.gov.in – Ease of Doing Business.
The Inspector shall verify the copy of license, registration certificate and other statutory documents, records/registers of the factory maintainable under all labour Acts applicable and examine the employer, employees/workers.
The Inspector shall prepare the Inspection report by filling up the prescribed Inspection Format and issue the same to the employer under intimation to his higher authority within 48 hours.

Inspections are carried out by the Controller and respective Inspectors/ enforcement staff of the Department as per power conferred by Section 15 of the Legal Metrology Act, 2009.
BEFORE THE INSPECTION
While going for inspection, the Controller or the Legal Metrology Officer should carry the following items:
• Identity card or Authorization letter
• Seizure Receipt Book
• Weighing Balance as per requirement
• Verified Test weight or measure as per requirement
• Copy of the Act and Rules
• Data sheets (Net content), Notice Form as per format provided in ANNEXURE V
• Formats of required documents such as undertaking for goods returnable in case of speedy and natural decay
• Designation stamps, sealing wire, seal, and other required stationery material etc.
DURING THE INSPECTION
After entering premises, the Controller or Legal Metrology officer should:
• Disclose his identity by showing Identity card to avoid any hinderance in the Inspection.
• Inspect any record, register or other document relating there to.
• During inspection, the Legal Metrology officer should carry out calculations, compute errors and draw inferences as per Act and Rules.
• If there is any violation,
o Explain the same to the person in charge and prepare seizure receipt, if necessary
o A copy of the seizure receipt should be given to the person present or in charge of the premises and acknowledgement should be taken.
o The Inspector should ensure that seized and detained property is carefully sealed and preserved for producing in the court of law as and when required.
o In respect of intimation of the seizure and seized property to the Judicial Magistrate First Class, the relevant provisions of Code of Criminal Procedure 1973 may be followed.
AFTER THE INSPECTION
If any Offence is found:
• If the accused/offender is prepared to admit guilt in reply to the notice served and voluntarily purposes to compound the case in compoundable offences, then the area Inspector would prepare a proposal as per the requisite format for compounding the case and submit it to the concerned Assistant Controller.
• If the Compounding fee is not deposited within the time as specified in the order or no reply is received from the accused then the Legal Metrology Officer should file the case in the court of law keeping in view the period of limitation.
• If the offence is non-compoundable, the complaint shall be filed in the court of law within the period of limitation.
